This has been increasingly happening for a while now. Lower Manhattan, Brooklyn, Staten Island (not sure about Queens). Like Venice, the water is higher especially in rain storms like today’s as the sea rises. (One of my nephews had to get to higher ground as early as 15 years ago (in Brooklyn). The City has billion dollar plans to build sea walls.
Never encountered it ourselves when we lived there. (Just occasional rats - who really minded their own business I must say).
My son lived not far from there in the 2000s (was in East village and Harlem before that) my nephew - and another niece was in Redhook, that’s where the flooding was crazy. It seemed all the kids needed their NYC lives to anchor them. A rite of passage.

Yeah, my son lived in BedStuy for years and moved upstate to Kingston … 2015, higher ground… nothing floods in area, Henry and Broadway old house…
