Birds all fell silent during the total eclipse we had in Oregon in 2017. During, not before.

Birds do get quiet before storms! And there's some fascinating research showing birds know far in advance of the arrival of storms. Some migrating warblers were found to backtrack hundreds of miles and out of the path of a devastating storm front that passed through the southeast. After it was over they returned. Remarkable.

Yes, the birds stop singing here before a storm. The raptors (Osprey, peregrine falcons, eagles) take shelter. Seagulls, however stay out and about watching for beach goers who throw them food! All fine and good until someone gets pooped on, which happens.
