I'm wondering if the fact that most of "his" holdings are so tied up in murky arrangements as to ownership isn't making it more complicated to rapidly seize. Maybe it was just easier to lower the bond? That doesn't change anything in the final 454 million he will have to fork over eventually.

I did read something today about how the Appeals Court may have felt the original punishment overreached. ugh
